NAME
The name is the Airline Group of the International Federation
of Operational Research Societies. The abbreviation is AGIFORS.
The International Federation is hereinafter designated as
IFORS.
PREAMBLE
AGIFORS is subject to the Constitution of IFORS.
ARTICLE I - Objects
The object of AGIFORS is to foster the advancement of the
science of operational research in the field of air transportation
by arranging meetings and other methods of exchanging information.
ARTICLE II - Membership
Section 1: Any person is eligible for full membership (hereinafter
referred to as "Member") who:

has professional interest
in the field of air transportation is employed by an airline
or an airline subsidiary company or by IATA or by the
Air Transport Association or by SITA,
- and has the professional experience
required for membership in is a member, or in the opinion
of the AGIFORS Council the equivalent, of one of the member
Societies of IFORS,
- and supports the objects of
AGIFORS and agrees to abide by the Constitution and By-laws
of AGIFORS.
Section 2: Honorary Distinguished
Member. Council may confer by simple majority vote an
DistinguishedHonorary Membership to an individual applicants
who do not meet the criteria for membership but who hasve
made a distinguished contributions to air transportation airline
operations research.
Section 3: Correspondent. Any person
is eligible for correspondent membership who supports the
objects of AGIFORS and agrees to abide by the Constitution
and By-laws of AGIFORS :
- supports the objects of AGIFORS and
agrees to abide by the Constitution and By-laws of AGIFORS,
- and is either :
- employed by an airline or an airline
subsidiary company or by IATA, the Air Transport Association
or SITA,
- or a member, or in the opinion
of the AGIFORS Council the equivalent, of one of the member
Societies of IFORS, and actively working in the field
of air transportation operations research,
- or a former Member or correspondent,
who no longer meets the criteria in Section 3 (ii) a.
Section 4: A person wishing to become
a Member shall apply in writing to the Secretary of AGIFORS;
and shall become a Member only on acceptance of this application
by a simple majority of the AGIFORS Council.
A person wishing to become a Correspondent shall apply to
the Secretary of AGIFORS; and shall become a Correspondent
on acceptance of this application by the AGIFORS Membership
Secretary.
Section 5: There are no membership
fees or dues. Members may be charged the cost of mailing information
to them.
ARTICLE III - AGIFORS Council and
Elections
Section 1: AGIFORS is administered by the AGIFORS Council
consisting of :
- a President, who shall be the regular
presiding officer at meetings of the Council and at general
meetings of the membership.
In the absence of the President from any
meeting of the Council or any general meeting of the membership,
those Council Members present shall elect one of their number
to assume the duties of President for that meeting.
- a Secretary, who shall attend meetings
of the Council and general meetings of the membership to
record the Proceedings. He shall conduct the correspondence
of AGIFORS, keep full and complete records and prepare material
and agenda for all such meetings as directed by the President.
- a Treasurer, who shall keep the funds
of AGIFORS, maintain financial records and who shall submit
an annual financial report for approval by the Council.
- five other Members.

- supernumerary council members may be
appointed by the President to assist in the operation of
AGIFORS. Appointments must be approved by a majority of
Council members. Supernumerary members may fully participate
in Council meetings but do not vote.
Section 2: Election and term of office
of Council:
Election of Council Members takes place every third year calculated
from the base of 1963, such years being designated election
years, as follows:
- The President during the last year
of office of one Council continues as Council Member for
the full term of office of the next Council and is thereby
subject neither to nomination nor election.
- Nominations for the remaining seven
Council Members are obtained by AGIFORS Members notifying
the Secretary of their desire to serve on the Council. Only
candidates that have been full AGIFORS members for at least
5 years will be considered for election. The notice must
be given to the Secretary at the Annual General Meeting
preceding the election year, or by mail within two calendar
months after that Annual General Meeting.
The Secretary mails
to each AGIFORS Member at least four calendar months before
the Annual General Meeting in an election year a ballot
listing all candidates and their airline affiliations. Each
Member may vote for seven candidates but may give only one
vote to any one candidate.
Completed ballots must
be returned to the President, acting as Returning Officer,
to be received before a date thereon specified, which shall
be not less than two calendar months after the mailing of
ballots to Members, else they are invalid.
The President may appoint
not more than two Members other than candidates to assist
him or act for him, in telling votes according to the following
procedure:
Candidates from each
organization airline are grouped and within each group are
ranked in order of votes received. The candidate in each
group with most votes is placed on a Qualifying List upon
which such candidates are ranked in order of votes received.
Next, the candidate with second most votes in each group
is added to the Qualifying List, such added candidates being
ranked in order of votes received. This process continues
until all candidates are included in the Qualifying List.
The first four seven candidates on the Qualifying List,
employed by an airline or airline subsidiary company are
elected. The remaining highest three candidates, regardless
of employer are also elected. However, iIf a tied vote occurs
the President acting as Returning Officer shall break it
by exercising a casting vote. In this manner only one member
from each organization may be elected to council and at
least four council members will represent airlines or airline
subsidiaries.
The President notifies
all AGIFORS Members of the results of such a Council election
not later than one calendar month before the Annual General
Meeting in election year; and deposits the Qualifying List,
or a copy thereof, in the Secretary’s records.
- The term of office of a Council commences
at the First Council Meeting, as defined in Article IV,
following Council elections.
- The Council shall elect additional
Council Members from the AGIFORS Membership to fill the
unexpired terms of Council Members who resign, or become
ineligible for Council Membership.
Section 3: Election and terms of office
of Officers:
- At the First Council Meeting following
a Council election, the members of the Council elect from
their own number a Secretary, a Treasurer and a President-designate.
- The Secretary and the Treasurer take
office immediately upon election.
- The President-designate takes office
as President at the next First Council Meeting.
ARTICLE IV - General Meetings and
Council Meetings
Section 1: There is an Annual General Meeting of AGIFORS members,
at which the Council presents its report on the activities
of AGIFORS. The date and location of this meeting is determined
by the Council.
A quorum for the Annual General Meeting is fifteen (15) AGIFORS
members; and motions are carried by simple majority vote.
Section 2: There are at least two meetings of the Council
in each year, as follows:

One, designated the
First Council Meeting, takes place within the seven days
preceding the Annual General Meeting. The Council prepares
a report on AGIFORS activities since the previous such
meeting for presentation to the Annual General Meeting,
prepares motions requiring submission to the Annual General
Meeting, and determines the approximate location and approximate
date of the next Annual General Meeting.

The second, designated
the Second Council Meeting, takes place not earlier than
four, nor later than eight, calendar months after the
First Council Meeting. The Council receives, discusses
and votes upon acceptance of the Treasurer’s report; and
transacts such business as the preceding Annual General
Meeting shall have recommended to it.
- Additional Council meetings may be
called at such times and in such manner as determined by
the President.
- A quorum for Council meetings is four
Council members of whom one must be an Officer; and motions
are carried by simple majority vote except as otherwise
specifically provided for in the Articles.
ARTICLE V - Amendments to Articles
and By-laws
Section 1: The Articles of this Constitution may be amended,
suspended, or annulled only:
- upon formal proposal by a Council member
either in Council or in writing to all Council members,
this being followed by a six-month interval for discussion;
then
- approval by a two-third majority of
the Council; then
- later ratification by a two-third majority
of those replying to a mail vote of all AGIFORS members;
then
- approval by IFORS.
Section 2: By-laws
may be enacted or modified upon formal proposal by a Council
member in Council, or in writing to all Council members, followed
by a three-month interval for consideration by the Council,
and become binding (if consistent with the current provisions
of the Articles of the Constitution) if approved by a
simple majority of the Council.
I. BY-LAWS REGARDING STUDY GROUPS
- AGIFORS supports and encourages the
formation of Study Groups to discuss and exchange information
on techniques and applications in any specific area of air
transportation.
AGIFORS Study Groups must be approved by
the AGIFORS Council.

Any group of AGIFORS
Members from at least three airlines may initiate the
formation of a Study Group by asking the Secretary to
advertise their intentions throughout the Membership.
The interested parties must then appoint a Chairman, prepare
a written statement of scope and objectives, and apply
to the AGIFORS Secretary for Council’s approval.

Any other meetings
of individual Members are certainly encouraged, but will
not have the status of AGIFORS Study Groups, and may not
advertise themselves as such.
II. SUGGESTIONS FOR THE OPERATION
OF AN AGIFORS STUDY GROUP

Attendance at Study
Group meetings should be open to any Member or Special
Correspondent, except that the Study Group Chairman may
limit total attendance to at least one representative
from every airline wishing to be present.

The Chairman of a
Study Group should give reasonable advance notice of all
meetings to the AGIFORS Secretary, but may limit additional
notification to a list of those persons expressing interest
in the Study Group, as long as any Member or Special Correspondent
can be placed on such a list at any time.

The Chairman of a
Study Group should present an annual report of activities
to the AGIFORS Council, and should make such reports available
to any Member or Special Correspondent upon request.
DRAFT GUIDELINES FOR
CONFERRING HONORARY DISTINGUISED AGIFORS MEMBERSHIP
(BDD September 28, 1992)
The AGIFORS Constitution states:
"Council may confer by simple majority vote an Honorary
Membership to applicants who do not meet the criteria for
membership but who have made a distinguished contribution
to airline operations research."
I have interpreted "distinguished
contribution: to mean, "to mean, "Distinguished
Contribution shall mean that the applicant’s work has been
unique and influential in changing an important element of
airline thinking and practice." With this in mind, I
propose thatthe Council should ask the following 6 questions
about the applicant:
- Is he/she outside the AGIFORS criteria
for membership?
- Has the majority of ve 2 or more AGIFORS
Council Members heard of him/her?
- Have 3 or more AGIFORS airlines reported
using his/her work?
- Have successful implementations of
his/her work been reported at 2 or more AGIFORS gatherings?
- Did his/her work change the way the
airlines operated?
- Has he/she taken an obvious interest
in AGIFORS activities during the past 5 years?
The answers to 5 or 6these questions must
be ‘yes’ for the application to be put to a vote.
